Iraqi officials say the death toll from a suicide car bomb attack on a Shi'ite wedding in Baghdad on Tuesday has risen to 23. Nine children were among those killed in the blast, which occurred outside a house in northern Baghdad as wedding guests gathered for a reception. Eleven people were killed on the spot, and 12 others later died of their wounds. Separately, Iraqi police say they found the bodies of at least eight people in Baghdad Wednesday.

In another development, the U.S. military says an American soldier was killed in combat Tuesday in western Iraq's Anbar province. The number deaths rose to 104 of U.S. troops killed in Iraq in October, making it the fourth deadliest month for American troops since the Iraq invasion in 2003.

The U.N. General Assembly must also approve Panama's selection for a two-year term on the council beginning January first. Peru holds the other elected Latin American seat on the 15-member council. Five Chinese citizens were each sentenced to 20 years in prison for working in the drug factory. In a raid a year ago on the facility on Indonesia's main island of Java, police found large stores of a drug known as Ecstasy, and the basic ingredients for its manufacture. Indonesia routinely hands down harsh penalties for narcotics offenses. Several foreigners have recently been sentenced to death or long prison terms.

They have been demonstrating since Thursday. Earlier Tuesday, Kyrgyzstan's government rejected the opposition's move to rewrite the constitution, calling it an attempt to seize power. Opposition lawmakers Monday put forward a draft constitution that would curtail the powers of the president. Mr. Bakiyev threatened to dissolve parliament if the opposition continues to try to unseat him.

Human rights groups have criticized China's court system as failing to meet international standards for fairness and justice. Chinese public pressure for legal reform is growing, after state media reported a series of cases involving wrongful convictions and executions. Xiao said this week that Chinese courts should exercise "extreme" caution when handing out death penalties.

Election commission officials said Monday that Sunday's referendum was supported by 99 percent of voters in South Ossetia. The region's leader, Eduard Kokoity, also claimed victory as its president. No country officially recognizes South Ossetia's independence or Kokoity as its president. Georgian authorities called the poll illegitimate, and accused Russia of supporting and encouraging the separatist movement. NATO condemned the voting, saying it serves no purpose other than to increase tensions in the South Caucasus region. The alliance said the international community strongly reaffirms its support for the territorial integrity of Georgia.

A Vietnamese foreign ministry spokesman (Le Dung) says the U.S. move reflects the reality in Vietnam, as well as improved U.S.-Vietnamese relations. The U.S. State Department dropped Vietnam from a list of "countries of particular concern" due to their treatment of religious groups. Washington had placed Vietnam on the list in 2004. In announcing the action Monday, U.S. officials say Vietnam has made significant progress on religious-freedom issues. Vienam has reopened hundreds of Christian churches that were forcibly closed years ago.
